The man in the small sail-boat is travelling silently, using the wind and sea to take him to his destination, whilst the bird in the sky sails on the wind to complete its journey.

The people in the tower blocks are working hard to get to the top.  They are the last ones left in the buildings, which are bent over with all the responsibilities.  Imprisoned, isolated, and lonely - the reality is that the peoples' destinations are unknown.
